Could be merchant navy 3rd engineer. Difficult to say whether the colour between the stripes is red for medical or purple for engineers. I would say engineering though.

In my opinion it is probably pre WWII but it could be as old as Victorian. The Royal Scots used the same pattern up to 1935 (?) and there has been little change.

I am assuming you mean the large badge is an RIDG sabretache badge? It looks white metal to me and I think it is an Irish Guards piper's badge, not an RIDG sabretache badge.
