Looking more closely the area around the ears is not correct for the WWII badge so I can only assume the worst and that it is a put together item using fake badges on a post war hat with a fake date...

Quite a few, most regiments in existence then had them, according to Churchill's tome on the subject. I have a few it might be but my copy is a later edition and the images are not so good.
