Looks like an unfinished item which has not completed the manufacturing process. The "gash" metal surrounding the "rose" should, I would suggest, be cut away and then fittings (of some sort) added....

Nothing wrong with it. Made by Firmin & Sons. The base of these badges is always white metal. This is so that when the black is applied it can be "rubbed" to show the highlights on the front.
