That's the same backing as found on the fashion buttons here.
As you say having the lined background is probably a way of getting around the laws relating to official insignia.

I've just found a Tweet from the Chief of the Defence Staff confirming that officers, senior rates and junior ratings WILL be issued with black cap covers.

Firstly, it is not a CCPO badge. Neither is it for a Warrant Officer Class 2 (WO2). It is the badge for a Master at Arms - part of the Naval Police.
