A collector in Spain tells me the same thing, that they are for Juan Carlo I and Filipe IV, but can't tell me which is which as they are apparently for both.

French Badge - possibly Helicopter Pilot

I am lead to believe this is the breast badge of a helicopter pilot in the French military, but I am un able to locate anything like it.
