I think they are a form of 'Bath Stars' aka Rank Pips... to whom I am not sure.

Worn in the past by in Gilding Metal, Gilded with Enamels and in Bronze by the Middlesex, Queen's, SWB and RRW. Carried forward and now worn on Service Dress in Bronze by the PWRR and Royal Welsh,
