Is the picture not upside down? The position of the stalks of the two sprays of leaves suggest that the design is actually this

with the sword reversed. The sword is a broken one, i.e. the point is missing.

I agree that this is the intended way to show it, but it is still not the Netherlands Police. ;)

A button with exactly this design was in a Belgian friend's collection and is in his book on Belgian Police buttons. The sword points downwards.
The button was for the Belgian Police music corps.
