Yes, definitely an old (Circa 1920's) Boy Scouts signallers proficiency badge,

The colours might help as I've seen quite a few Scout badges in this khaki and red.

My wife got her Brownies semaphore badge thanks to her father's WW2 military training. He would stand on one side of the beach, she on the other and pass messages.
