The Yorkshire Dragoons I Y wore a white metal rose on a blue ribbon rosette.
Not sure if it's the same pattern rose though.

Could be any early rank (epaulette) badge worn by certain police forces.

Certainly not 49 div as the photo suggests, and I don't think it's any Yorkshire badge.

I would agree that it's more likely Police related.
