Its a police badge for the London Midland and Scottish Railway :) To be precise and save you googling, it is a HPC.

London, Midland and Scottish Railway Company. It appears to be the centre part for the LMS Police helmet plate.

Depends on the fittings. If it has two loops to the reverse it was used as an epaulette badge and also as a cap badge. If it has two small "tabs" with small holes in each, then its a helmet plate centre.
