Help IDing Mk.II CL/C 1940 Flash

Formation sign on a CL/C 1940 Canadian Mk.II, early lot (nr.2), with a British FFL 1943 liner and chinstrap. Liner bumper marks and wear match, looks like it's always been with this helmet. If green it is the same as the Fourth Div., 47th Batt., of WW1, The Westminster Regt. in WW2:

If blue, it cold be the South Saskatchewan Regt. of the 2nd Canadian Division, which used WW1 type formation signs on their helmets in WW2.

However, those I've seen are darker navy, and this looks like it could be blue, though lighter. Colors change over the years. It's got a rough finish, as applied to combat helmets. Also discussed and depicted here:
