Camp Borden badge

I have been asked a question about the Camp Borden cap badge that exists. For whom was the badge made? Cadets? Civilians staff?

Army Cadets.

http://www.bordencadets.ca/about.php

"In 1972 the High School disbanded the Cadet Corps but sponsorship was immediately taken over by the Canadian Forces School of Administration and Logistics (CFSAL) who remains the sponsor today. The Corps was once again affiliated with CFB Borden and the 2408 Base Borden Army Cadet Corps was born. The Corps is unique because it wears the base crest as its hat badge in honour of its affiliation. It is also one of only eight Corps allowed to wear a badge other than the general Cadet badge or the badge of a regular or reserve force Branch or Regiment."

And scroll down on the following to 2408 Corps:
