Can't help with the C.I.M but the Ministry of Suppy was formed in 1939 and abolished in late 1959 .

Yes it’s a weird one and numbered 260 so there must have been a lot of CIMs ?

I think that "CIM" may be the name of a company/factory contracted by the Ministry of Supply to manufacture products (...?... Industrial Manufacturing) and the number on the back is an employee number.

WW1 "War Service" badges were issued to employees and the badge/employee numbers recorded.

It is a possibility but as the "Inspectorate of Clothing" was part of the "Ministry of Supply" rather than a separate 'ministry' I have my doubts.

I posted this in another thread about WW1 & WW2 'War Service' badges :
