This isn’t a mess waiter button, not a version I’ve seen before anyway but what is it? Any ideas?

I would say this is a livery button, possibly from the Bank of England.

It's not a Bank of England button. They have the wording "BANK OF ENGLAND" above the figure of Britannia.

There were lots Britannia hotels across the UK. Some had buttons with Britannia and additional text, but there may have been a stock Britannia button as well.
