It's navy, and AFAIK, the colours correspond with parts of a ship... they are to do with the damage control parties that sort out fires etc. etc..... they were on here before I think...

Not USN. I am a 30 yr Navy vet of the USN and have never seen such a patch. Can't help with the initials, so probably Brit.

Definitely British...

...worn front and centre on my BD whenever Mrs. PJ and the mother-in-law have been out on retail manoeuvres with the plastic!!! :D

Sorry, yes AFAIK, is as far as I know :D and I memory says British.... fire control parties etc. had similar, but I can't find my reference.... :-(
