Cloth badge or a label off something

This came in with some other cloth badges from France. If a type of Air Force badge, from where does it come and on what would it have been worn.
If it is a label of some type, would it have been attached to some type of uniform.
Any suggestions would be welcome.

I'd say it was a fashion item, and with the mis-spelling of "Arctic", probably from Japan or China. NOT Royal Air Force.
