Is this a CDN shoulder title ?
 

This shoulder title has no maker mark on back . Has 2 wire lugs .
Not sure if it's CDN .
Any suggestions anyone ?

We thought perhaps a title for the London Voluntary Constabulary which was established as a special branch of the OPP to provide a force for home security and air raid precaution in London , Ontario during WW2 . We haven't been able to locate a good closeup photo which would show the titles though .
Also checked out an auction at dnw.co.uk of the late Phil Harris which had numerous photos of his collection . Still no luck . Huge collection that one .
Not sure of when auction was held .
We're leaning towards the idea of this being a shld title from another Commonwealth country .
