Merchant Navy-Shell Tankers?

Hi all, Obtained this recently, was sold as a cap badge but certain it's not! However, can anyone identify what it is? the rope surround and knot suggests to me a maritime connection?, it is 9cm x8cm so possibly an officer cadets blazer badge?
