Its a Portuguese issued helmet- between the wars I think- can't remember off hand but I think it might be something like civil defence or National defence? You should turn up something searching for Portuguese helmet. Regards, Paul.

The green device in the centre is the emblem of the Order of Aviz, which is definitely Portugese, so I'd agree in going down that path.
