I would say it doesn't look very military to me, I googled piloted and most of the answers seemed to be for caravans but one came up for a comic for the french/Belgians called pilot so perhaps it's one of those free gifts that used to be given to get sales up that I remember from when I was younger back in the late 60's and 70's.

My first thought was that it was an equipment identification tag .
Tags are used on oxygen supply taps/valves etc or possibly electrical/communications sockets so that maintenace staff can isolate any problems.

I also think the "French-Canadian" link is a good possibility.

For what it's worth, reminds me of the tag's used for keys, obviously would refer to somewhere only pilots had access? Regards Mark
