Yes, it is. A general purpose cap badge worn by Corporation staff.

By Corporation staff, I'm talking about school caretakers, water dept. staff, school crossing patrols, lighting dept. staff and anyone else employed by Liverpool Corporation (currently known as Liverpool City Council), who wears a uniform and who does not have a custom designed cap badge.

It is not a military badge and has never been worn by a military unit. Hope this is helpful.

I'm surprised that Merseyside ACF members living outside the City of Liverpool have not pointed out that the Liver Bird, as an emblem, does not represent Merseyside. The Merseyside County shield would surely be more appropriate.
