Could anyone give me a idea of this lighter please
Is it from the first world war or second ?

I've got one very similar somewhere with an RASC collar badge soldered on.

Nice , I can't work out for the life of me if it's my father's (WW2 ) or someone else in the family (WW1)

If it's got a makers name stamped anywhere you may be able to narrow down the dates of manufacture or trawling through images on Google but could have still been made up until relatively recent until the disposable lighter took hold of the market, unless there's a lighter collector here or someone knows better.

I can't find any markings on it ,wether they've worn away I don't know .., I always presumed it's my father's .

I have an example similar to this and I've been led to believe it's a WW2 period lighter.

without a makers mark can be very hard to pin down a date. As this type of lighter has been around since 1912 and copies were made even back in those days. Your lighter is similar style and shape to the MEB Wheel Lighter of 1912 which is identical to Hahway lighters, from Austria, without having an example for measurements I can only go on the pictures only. Managed to work out how to upload the photo of the lighter , any ideas wether it's ww1 or ww2 period please
