Its a standard Royal Air Force sword belt buckle, as worn on the full dress from 1921 to 1939. I think the RCAF also wore the same buckle with their full dress. It was worn after the war with service dress to 1953 (as full dress was not reintroduced). It should be in gilt, which seems to have been polished off on your example.

Padre, the combination of AFC and Polar Medal is interesting, any idea who he is?.

I believe the photo of the Squadron Leader in full dress uniform to be Air Commodore H I Cozens, the photo is likely to have been taken when he was awarded the AFC in 1939
