unknown 1916 Badge

Can anyone identify this badge from 1916.

The owner tells me it was his Grandmothers and she was living at Wellington at the time. I certain it isn't a military badge, could it be a badge for some patriotic society related to the war effort or is it something as simple as a school pin?
