E in Wreath

Hi all

Took a punt on this before Christmas, standard letter in wreath proficiency badge but not one I've seen before.
Doesn't appear in Langley & Edwards. There is a Block C for Cook as opposed C tradesman but nothing with a Block E
Any ideas?

An earlier version of the Control Equipment Technician badge but seems unlikely.
