Believe the Soviet arm patch, top left relates to USSR Army Construction Units.

The two on the top right are Air Cadet badges (Leading Cadet and First Class Cadet) if my fading memory is right.

The badge next to the Soviet one is a modern reproduction of the printed 78th Infantry Division ("The Battleaxe Division") badge - WW2 British.

The chevrons are for a Sergeant (many different regiments wore gold on scarlet) and appear to be the older bullion type, likely dating anywhere from the post ww2 era up to the 1980s or so.

The stars I think are linked to Civil Defense (The construction, shape and colour lead me to think that) but I cannot recall what they signify
