Its part of a WW1 British army Territorial Officer's collar badge - worn below the collar badge to indicate that the wearer was part of a Territorial Force unit - worth £5 on a good day !

If you scroll about halfway down the listing, just below the description box, there is a hyperlink in blue reading "Report Item". I have not used it myself in the past... but I did follow the link and you can describe the fraudulent content on the listing to fleaBay. Since they make money out of these fraudsters, I don't have a lot of confidence in how they will handle any information you provide. While I am interested in seeing new collectors protected (knowledge is power, of course)... but since you mentioned that his previous listing indicated that he knew these were not legit, I thought that record might turn the tide against his behaviour now???
