Can anyone tell me anything about this shoulder title, please? Who wears, or wore it? Any information on it would be welcome.

It is only worn on one shoulder, with corresponding style ‘Royal Navy’ title on the other. T |
Thanks to all of you for the information, which makes sense as the chap I got it from has just started collecting Naval items, and had this as a trade, although he didn't know what it was, either. I will now let him know.
