Crossbelt Plate - Government Telegraph Department

I bought a bunch of old NF-related photos today, one of which is attached herewith. A group of about twenty or so men from the Northumberland Fusiliers, and North Staffordshire Regiments, at the beginning of the C20th.
Seated far-left is a chap wearing a what I imagine to be a fairly unusual badge, affixed to a (crossbelt?). I wonder if members might be able to comment on the badge and/or the unit/department, please?: Attachment 139724Attachment 139725Attachment 139726Attachment 139727 It appears to have the EVIIR cipher, though I am 99% certain this photo is post-1902, mainly because the 'N.STAFFORD' (Westlake 1392) shoulder title being worn by the soldier (pictured below) but also because some of the the accompanying photos in the lot I acquired are inscribed with the date 1908, some of which were taken at Charat Hill.
