And now it's worked on Chrome (wouldn't before).

Yes, it is a US Corps of engineers collar dog (badge). for an enlisted rank.

C of E as mentioned. It would be worn on the left lapel and a US disc worn on the right. It appears to be a two part badge, and if it has a screw back, it would date from the 1930s or 40s. If it is die stamped, would need to see the reverse to date it.
