Unknown - Scully marked...

Stumbled on this recently but don't have a clue what it is.

It is cap badge size & is Scully Montreal marked on the back.

Apologies for the rotation...

Ideas?

Interesting that there is a backing on the badge. One would think it should be maroon, the colour of the COTC.
