Gerard, I think it is too small for that but may be wrong, I have now spotted a feint date stamp 1917.

Peter,
I suggest the holster is of the Sam Browne pattern but obviously smaller than the more usual pattern for the .455 Webley MkVI. Officers bought their personal equipment, including personal weapons, so perhaps an officer purchased a pistol which required a smaller purpose made holster.

It may be for a smaller caliber like .32 if the officer was of small stature
