Mike, from the looks of the fastening method and the shape of the badge, I think that is either a pouch badge of some sort, or perhaps a horse furniture badge.

Its smaller than it looks, only 2" across by 1.5" tall.

I believe this is a probably a waist belt plate badge. It might have been an officer's, being mounted on a rectangular plate. Examples with the Guelphic crown exist that are die-stamped into the plate, presumably for other ranks.
