The cloth badge is Royal Ulster Constabulary sleeve badge. Forget what exactly, head constable or something. The metal cap badge was adopted in 1913 by the Royal Irish Rifles. Later changing their name to Royal Ulster Rifles. Worn up to the 1950's.

RIC Head Constable arm badge, I think rather than RUC.

I have seen them with Queen's Crown. Probably worn by RIC and RUC.
