WW I? Civilian? What is the insignia on his right breast and what is the significance of the white (?) ribbon on his left shoulder?

A Boy Scout uniform? Possibly a fleur de lis badge on the left pocket?

I agree, there is also a Scoutmaster type badge on side of his hat.
White ribbons could denote rank of District Commissioner.

The badge on his right breast looks like that of the London Boy Scouts as per the attached.

If that's his name on the photo then he was the Reverend Shipper, not too many of those around I would think.

Hello guys,

Having checked my 1938 copy of the Boy Scouts, Policy, Organisation & Rules, the bible on all things scout uniform and badges, the white ribbon on the left shoulder was worn by District Scouters, ie District Cub Master, District Scout Master or District Rover Scout Leader. Similarly a district Chaplin may also wear a white shoulder ribbon and also a Plume worn on the left side of the hat band with a white bristle plume in a white metal or sometimes a silver, holder. However PO&R does not show the district staff as wearing a "Shoulder Knot" but that doesn't say that some did wear a shoulder knot.

I agree that the badge on the right above the pocket is a London County badge, these come in two varieties, with a gold or silver top to the design.

He is also wearing the original "Lemmon Squeezer" type scout hat that was done away with in the UK in about 1964.
