unknown badge possibly police

Hi all,

Grateful if anyone can identify this badge. It was in a box with WW1 British military badges and medals, plus a couple of WW2 Defence Medals and a Special Constabulary Medal, which is why I wondered if it could be police.

I agree and the shields/crests could indicate which city/region and trades it represented.
