unidentified medal ribbon

I wonder if anyone can help out with identifying the attached ribbon.
It closely resembles the Saudi Arabian Liberation of Kuwait medal apart from a couple of aspects. First of all it is watered; then there is an additional narrow yellow strip at each edge.
Any assistance welcome.
