Curious circular Civil Defence Corps badge

A curious looking badge amongst this Civil Defence Corps auction of insignia on the tat bazaar. I've not seen this circular badge before (it could be totally unrelated to the CDC of course, but colour looks the same). Anyone ever seen the like before or what it was for?
