Logistics branch badges

I have 2 Logistics Branch hat badges, 1 with scroll and 1 without. Why this difference of design ? Thank you

The mighty crossed paper clips, the one with the scroll I believe is the later issue. Are the reverse starch back or plastic backed.

The first back is starch and the second one plastic

The starch back is the older issue.
