Cannot be 100% sure but it reminds me of 'Safe Driving Association' annual renewal awards. Should have a medallion attached

Very similar , the ribbon has faded a lot !

Found a 25 year version , definitely Royal Society for the Prevention of Accidents - Safe Driving Cpmpetition.

Yes, I've got a guy's 14 Star group and the Safe Driving medal to go with it.

From my experience as a driver since 1978 these medals wouldn't be much awarded these days.....:(
