No idea exactly what it is, but it looks American? Or maybe not, any chance of working out the wording on the circlet?

It reminds me of the Polish Cross of Merit. Wonder if it's a Polish regimental badge?

I agree it looks to be a medallion belonging to either The U. S. VFW or American Legion.

VFW veterans of foreign wars. These usually hung from ribbons and were issued for reunions and such.
