Royal Observer Corps - Officers Bullion Badge, but what is the background?

I am wondering if anyone can help out with this one? It looks like a bit of a Frankenstein badge to me, whilst it is the correct size for an ROC Officers Bullion Badge, and the metal centre is correct (and has the 4 metal wire prongs to the rear) I am not as convinced by the cloth /padded background. Primerily because there are two sets of feathers /leaves on either side and 2 small silver wire loops in the corners above the metal scroll - can anyone positively ID the cloth part of this for me please?

Someone has "cannibalised" a Scottish Police senior officer cap badge. They've removed the thistle centre and the "semper vigilo" scroll. They've presumably done this by unpicking the thread. Crafty so and so!!
