Tonga badge question

Hi

Is this badge Tonga Police or a Defence Force cap badge?
Looks wm with lugs east and west and measures 42x34 mm

Certainly worn by Tonga Police at one time. The current Tonga Police badge is the same design (but larger) and is named "Tonga Police".

You may find that your illustrated version was also worn (and still may be) be the Tonga Defence Force.
