Unknown Canadian Command Badge

Hi all, does anyone have any information on this Canadian Command Badge, it is being worn by our CDS. It is the first picture I have seen. I have cut the badge in question out of a photo, and the resolution is not that great. It is in the shape of a shield, white with the Canadian Forces Tri-Service badge.
