GPO Cable Ships badge?

Hi folks
This has been languishing in my unknown album for some time but an eagle eyed Member Chacal spotted that it depicts Old Father Time and appears on the ensign of General Post Office Cable Ships.

A google search brings up lots of photos but none of details of uniforms or badges.

Any ideas anyone?
