Airborne Firefighter Wings?

Hi all. Wondering if anyone could help with this badge. I am assuming it is civil. To me it looks like there is a man with a hose in the centre so I wondered if it was some sort of firefighter pilots wings. Any help would be greatly appreciated. Many thanks.
