Jack, It's private purchase / civilian wear. Could be any period as it's untracable, but probably circa WW2.

Hello Rob

The firm 'Two Steeples' became a limited company in 1903 and were still in existence in the late 1950s at least. They were well known makers of underwear.

It is quite possible they made items such as this for the troops during the First World War period but whether the garment actually dates from that time would be difficult to tell.
