Default can anybody identify this button

A friend gave me a bag of badges etc, in the bag were a small number of these buttons. Made of lead.
can any one help me to identify them.

It is not a button, but a curtain or coat weight.
It is sewn into the bottom hem.

Well that’s a bit of a let down, I would never have thought of that.
Any idea why it’s got the number three on it ?
