Lapel badge: On Government Work

Can someone identify a metal lapel badge I recently found: Its round and has 'On Government Work inside with the words 'Starbuck London' around the outside.
No its not related to Starbucks of coffee fame.

I collect these badges and will have a look around for you. Just out of interest, if you wanted to sell/trade your badge and it was in reasonable condition, I'd be a keen generous buyer for it. I would probably need to see a picture to make a decision.
Nevertheless I'll do a little bit of digging for you. Likely to be WW1.
