Default Forward Badge but what is it?

Hello All

I have searched google and the numerous threads on here but am no further forward but I know within a few seconds of seeing it someone on here will be able to identify it so can someone please tell me what it is (it will be moving on when I find out so if anyone is interested then please let me know)

HMS Forward is the naval establishment in Birmingham im sure.
The arm and hammer are usually found on top of the shield on the City of Birmingham coat of arms.
